Ms. Ajarin Pattanapanchai was appointed as Permanent Secretary of Ministry of Digital Economy and Society on 1 October 2017. Prior to taking this executive position at the Ministry, she had spent her career at Office of the Board of Investment (BOI) since 1984. During that period, she was involved in many high profile projects development in petroleum & petrochemical sector, chemical sector, energy and alternative energy sector. She was also in charge of formulating investment promotion policy for many target sectors including policy to promote hi– tech industries such as aerospace, medical devices, biotechnology, and R&D in the country. Her major positions in BOI include Director of Planning and evelopment Division, Director of Chemical Division, Director of Services and Public Utilities Division, Director of Management Information System Division, Senior Executives Investment Advisor, and lastly Deputy Secretary General of BOI.

He lead the top government CIO class#16 as a Chairman for past 10years and later developed into CIO16 Association of Thailand. Since 2013, he have passed the baton on. Dr. Nantawan Wongkachonkitti is currently Office of The Student Loans Fund in Thailand’s CIO and Deputy Manager. In this position, she oversees an information technology (IT) portfolio of over 200 billion baht and over 5 million customers. She provides executive leadership on IT Operation, Policy and information governance. She also was selected in 2012 to serve as Cloud Security Alliance, Thailand Chapter’s Secretary and in 2016 to serve as ASEAN Chief Information Officer Association’s
Secretary.
Prior to Deputy Manager and CIO, Nantawan has served as Vice-President of Innovation Department and Network/Operations Department of Electronic Government Agency of Thailand for 7 years. She served as the day-to- day lead for coordinating and managing the various functions regarding IT Innovation, Government Cloud, Government Open Data, Government Big Data Analytics, Information management, information assurance, Government Data Center, and Government Information Network.
Nantawan has held several leadership roles in the Information Technology and Communications of U.S. Office of Foreign Disaster Assistance (OFDA) for more than 15 years with the experience in the planning, development, delivery and monitoring of technical solutions that address the needs of customers in support of their missions around the world.

She has 30 years’ experience as an ICT officer in Malaysian Public Sector serving various Government agencies such as Department of Agriculture, Office of Chief Government Security Officer, Accountant General’s Department and Ministry of Health. She has vast knowledge and experience in ICT especially in managing system development and operational. Among the high impact project which she involved is the Teleprimary Care and Oral Health Clinical Information System which is being used.

Somkid Jiranuntarat was the Chairman of KASIKORN Business-Technology Group, the group of technology companies under KASIKORNBANK. A leader in many fields, Somkid was the founder and first CEO of SETTRADE.com, and the CIO of multiple large financial and banking organizations for the past 20 years, including CIO of the Stock Exchange of Thailand, Bank of Asia/United Overseas Bank and KASIKORNBANK. He was also the president of Chulalongkorn University Computer Alumni Association and was the Chairman of the Banking Information Technology Club.
As a technology visionary, Somkid founded SETTRADE.com and implemented multiple digital innovations in the banking sphere including transforming Mobile banking to a digital autonomous banking, working on a Cashless-Society solution, and building a blockchain application for document authentication. He was at the forefront of building up KASIKORNBANK’s technological capabilities and innovations to take secure their position as the leader in technology for the future.
Somkid was involved as the designer in many technological projects. He designed multiple projects within SET, including SET’s Share Depository and Registration systems and SET’s information system. In his time at KBank, Somkid designed KBank’s current mobile banking system, KBank’s new payment system, and he played the role of the chief architect in the renovation of KBank’s technology platforms. He was also involved in Thailand’s Promptpay
technical design.
As an implementer Somkid was the project lead over multiple large projects over his career life. He was the project lead of all of SET’s back office and information systems. Somkid was also involved as the lead in setting up the stock trading system for the Stock Exchange in Vietnam as well as the project lead in Bank of Asia’s CRM systems and UOB’s bank integration. In KBank, Somkid was the program lead of KBank’s transformation process over programs worth over 1 billion USD and the project lead of KBank’s new core bank implementation.
Somkid holds a Bachelor of Engineering, Computer Engineering degree from Chulalongkorn University, in addition to a Master of Science, Computer of Science degree from Oregon State University, a Master of Management from Sasin Graduate Institute of Business dministration, and attended the Program for Global Leadership from Harvard Business School.

Jagdish Mahapatra is a Cybersecurity Expert with experience across the Asia Pacific Region trying to build new Business models to make Govt and Banks more secure. He has worked extensively as Managing Director for India and SAARC for McAfee to build secure framework for Govt. of India, Large Banks and Companies and for Consumers at large. In his last role as Chief of Channels for Asia Pacific market for McAfee, he built a strong strategic partner ecosystem to enable new consumption models.
Jagdish has in the past spent extensive time in senior position with Cisco India inbuilding Networks and Connectivity for organisations in India including some of the expansive State-Wide Area Network (SWANs) and State Data centres.
In the formative part of his career, he was instrumental in creating the manufacturing off shoring model in India which emerged as a significant game changing industry phenomenon during his stint with a large Engineering Conglomerate in India.
He was recognized as one of the Top 40 Executives in India Inc under 40 in 2011 by Business World.
He recently delivered a TED talk on “How to keep our kids safe online” which was aired on Star TV. He has also delivered TEDx talk on “How Human Psychology holds key to the future of Cybersecurity”.
On the academic front, Jagdish is an Electrical Engineer with MBA in Marketing and Finance. Jagdish loves to explore travel to experience cultures, food and local mythology and loves to relate the stories to work.
Born in the holy city of Puri, one of the 4 top pilgrimages of India, he finds Indian mythology inspiring to fulfil todays’ life. He is an avid reader from fiction to Business and Technology and loves to blog regularly on all

Dr. Sak Segkhoonthod received a Ph. D in Electronics Systems Engineering from Essex University in 1997.
He was hired immediately after his university by National Electronics and Computer Technology Center (Nectec) as a researcher at the Network Technology Laboratory.
In 2000, he was involved in the setting up the Government Information Technology Services (GITS) and eventually became the director of GITS in 2005. In 2012, he became the first CEO of the Electronic Government Agency (EGA) which turned into the Digital Government Development Agency (DGA) in 2018. In 2019, he was listed as one the World’s 100 Most Influential People in Digital Government. He is now an Advisor (Digital Transformation) at the Electronics Transaction Development Agency and recently been invited to lead on digital transformation function as Advisor for ASEAN CIO Association.

Dr. Non A is Senior Expert in Smart City Promotion at Thailand’s Digital Economy Promotion Agency (depa) where he conducts researches urban problems through the lenses of design and social science to promote smart cities in Thailand. Using human-centered design, he uses participatory research methods (such as design thinking) and data science to create positive social impact for businesses and public institutions. Dr. Non has a background in architecture, urban design, and anthropology. Also serving as a mentor for the Social Psychology Network (SPN), Dr. Non continues to explore the nexus between academic research and the best professional practice with the goal of practical application of his collaborative and cross-discliplinary findings.

Dr. Sophiana Chua Abdullah was a Researcher at Centre for Strategic & Policy Studies (CSPS) and a Senior Special Duties Officer at the Prime Minister’s Office up to 15 December 2018 before she retired after serving in the government for over 33 years. She holds a PhD in Computer Science from the University of Kent, an MSc in Computer Studies (AI) from the University of Essex and a BSc (Honours) in Computer Science from the University of Swansea, UK.
Her portfolio includes roles such as Principal Lecturer and Dean of Faculty of Business & Information Technology at Universiti Teknologi Brunei (UTB), Board member of the Authority for Info-communications Technology Industry (AITI), a member of the ICT subcommittee of the National Accreditation Council at the Ministry of Education, and a judge and mentor for several national and regional level ICT competitions, such as BICTA (Brunei ICT Awards) and APICTA (Asia Pacific ICT Awards).
Sophiana has contributed to a wide range of national and regional level research projects including the areas of ICT, Health, Energy, Land Optimisation, Land Transportation, Youth Policy, APWINC (Asia Pacific Women’s Information Network Centre) studies such as Women in ICT, and ASEAN studies such as ASEAN Identity & ASEAN Socio-Cultural Community (ASCC) Blue Print review. She has also published and presented at international conferences in the areas of Student Modelling, Intelligent Tutoring Systems, Computer Adaptive Testing, Creative Industries, Child Online Interaction and Women in ICT.
Dr Sophiana is trained in Change Management (Macquarie Graduate School of Management, Australia) and Strategic Foresight & Horizon Scanning (Action Foresight Australia), and is fully certified in Strategic Management (Haines Centre for Strategic Management Singapore). She is also an active Toastmasters member and mentor and has won several accolades at both local and regional level competitions.
Over the years, she facilitated several workshops in the areas of Strategic Foresight, Strategic Planning, Change Management, Geographic Information Systems, Report Writing and Presentation Skills for middle to senior level officers from the private and government sectors. In recent years, her primary training focus has been in helping government and private sector personnel in their strategic planning development. Puan Shahrul Bariah Binti Mohd Yusof joins Civil Service in 1989. She is currently appointed to the role of Undersecretary, Information and Communication Division at the Ministry of Foreign Affairs, a post she held since 7 November 2012. Her current portfolio covers the role of ICT Manager as well as leading the Ministry’s ICT strategic planning, development and implementation, including for the Malaysian Missions abroad. Rudi Lumanto is Chairman of ID-SIRTII/CC (Indonesia-Security Incidents Response Team on Internet Infrastructure /Coordination Center), the National CSIRT of Indonesia that responsible for National Monitoring, Building and Maintaining Security on Internet Infrastructure of Indonesia. He has served Minister of Communications and Information Technology, Republic of Indonesia as the Senior Advisor till last October 2014, where he focused on national ICT policies for enhancing economy and sustainable development of Indonesia. Rudi Lumanto was born in Cirebon, West Jawa, Indonesia in 1967. He graduated from Chiba University for Bachelor of Engineering degree in 1988, Nagaoka University of Technology for Mater of Engineering degree in 1992 and University of Electro-Communications Tokyo for PhD degree in 2005 in Japan, respectively.
Deputy Executive Director, Electronic Transactions Development Agency (ETDA), Thailand
Dr. Chaichana Mitrpant is currently Deputy Executive Director of the Electronic Transactions Development Agency, Ministry of Digital Economy and Society, a primary government agency responsible for developing, promoting and supporting electronic transactions in Thailand. He is well-known among public sector management professionals as an expert in IT security. Dr. Chaichana Mitrpant has devoted over 15 years to raising Thailand’s cybersecurity readiness and defensive strength. His past experience includes developing computer emergency response and digital forensic capability, providing IT security consultancy services to law enforcement and legal organizations, developing security training programs for security professionals at all levels, and supporting the National Cybersecurity Committee in drafting the National Cybersecurity Framework.
During his tenure at ETDA, he has represented Thailand at various international fora and helped negotiate successful collaborations and bilateral meetings at ASEAN, APT, ITU, and the UN. Additionally, he has provided his expert opinions and recommendations to other organizations on numerous occasions.
Dr. Chaichana Mitrpant received a PhD (Engineering) from the Universitaet Duisburg-Essen, Germany, an MS (Electrical Engineering) from the University of Michigan, US and a BS (Electrical Engineering) from Rice University, US.
Head of Cybersecurity, National Electronics and Computer Technology Centre (NECTEC), Thailand ‘s YAKSHA Ambassador
Chalee Vorakulpipat earned a PhD in information systems from the University of Salford, an M.S. in information technology from Kasetsart University, and a B.Eng. in electronics engineering from King Mongkut’s Institute of Technology Ladkrabang. He is currently the head of Cybersecurity Laboratory at the National Electronics and Computer Technology Center (NECTEC), Thailand. He has been involved in several projects in information security (including ThaiCERT), H2020’s EU-ASEAN YAKSHA Project, national e-science, mobile device management, social networking, context-aware computing, e-health, and mobile application development. He has over forty refereed publications in these areas. He also serves as a subcommittee member on issues regarding national information security of Thailand. He holds professional certificates including CISSP, CISA, PMP, and IRCA (ISMS Lead Auditor). Kevin O’Leary is field chief security officer for Asia Pacific at Palo Alto Networks. In this role, Kevin O’Leary is responsible for developing thought leadership, threat intelligence and security best practices, for the public and private sector across Asia Pacific.
A senior IT security professional with over 20 years of experience, Kevin has held a variety of management, engineering and advisory roles in public institutions, private companies and large multinationals across Asia Pacific and Europe. Having worked both as a chief security officer and principal engineer during his career, he has an excellent understanding of business needs and technical solutions across a range of business verticals (ICT, Pharma, Finance, Aviation and Manufacturing in particular).
Before joining Palo Alto Networks as the field chief security officer in Asia Pacific, Kevin served as the vice president and chief information security officer, GE China and GGO. In this role, Kevin advised the global and local leadership on Security and Risk aligned to business strategy within China and other growth regions globally. Prior to joining GE, Kevin served as Asia Pacific & Japan CISO and Information Risk Management (IRM) leader for HP Enterprise Security Services between 2014 and 2015.
Kevin is a keen history buff and traveller and has enjoyed the opportunity to explore and discover the various countries and cultures in the Asia Pacific region.
